A new Small Air-Cooled 3-Phase Commercial Package and Variable Refrigerant Flow Air Conditioners and Heat Pumps, v5.0 template has been posted on the CCMS web site.  This template contains new fields to allow early certifications of compliance with the energy conservation standards for air-cooled, three-phase, small commercial package air conditioning and heating equipment with a cooling capacity of less than 65,000 Btu/h (“three-phase, less than 65,000 Btu/h ACUACs and ACUHPs”) and air-cooled, three-phase, variable refrigerant flow multi-split air conditioners and heat pumps with a cooling capacity of less than 65,000 Btu/h (“three-phase, less than 65,000 Btu/h VRFs”)) that take effect on January 1, 2025 and which use the SEER2 and HSPF2 metrics based on testing using the test at 10 CFR Appendix F1 to Subpart F of Part 431 (“Appendix F1”). 

Reporting fields for this template are based on the proposed certification requirements in the notice of proposed rulemaking pertaining to revised certification requirements issued on August 29, 2023.  Submitters may, but are not required to, begin using this template immediately with reporting of SEER2 and HSPF2 ratings on a voluntary basis.  In the event that a subsequent final rule adopts and certification requirements different than those proposed in the notice, a revised template will be posted.

For three-phase, less than 65,000 Btu/h ACUACs and ACUHPs: prior to January 1, 2025, submitters may submit on either:

1)     the current Commercial Package Air Conditioners and Heat Pumps, v5.7 template,

and/or

2)     the new Appendix F1 template. However, all submissions using the Appendix F1 template will be assessed based on the Appendix F1 test procedures and the January 1, 2025 standards.

For three-phase, less than 65,000 Btu/h VRFs: prior to January 1, 2025, submitters may submit on either:

1)     one of the following templates, both of which are based on the test procedures in Appendix F to subpart F of Part 431 (Appendix F) and the currently prevailing standards:

a)     the current Variable Refrigerant Flow Multi-Split Air Conditioners and Heat Pumps, v5.1 template, which expires on December 31, 2023, or

b)     the current Variable Refrigerant Flow Multi-Split Air Conditioners and Heat Pumps, v5.3 template,

and/or

2)     the new Appendix F1 template.  However, all submissions using the Appendix F1 template will be assessed based on the Appendix F1 test procedures and the January 1, 2025 standards. 

Due to the change in reporting metrics, all submissions of small air-cooled three-phase models on or after January 1, 2025, must be submitted on this new Appendix F1 template and provide values in SEER2 and HSPF2 (if applicable).
